That sounds like too much work for what it's worth to be dumping on one person to uninstall and reinstall.
If you want to disable a certain pack (or multiple ones) just go to Origin and right click on the Sims 4. Click on Game Properties then click on advanced launch options.
Then just type in the box where it says 'Command line arguments'
-disablepacks:GP04
to disable the vampire game pack. So no need to uninstall anything.
I found that if you don't interact with vampires at all they don't seem to bother my sims in the least. And if you just go ahead and delete Vlad it basically gets rid of the 'introduction' to vampires and you shouldn't see vampires like at all for any late night visits or just randomly standing at your door. I never bothered to visit Forgotten Hollow so vampires spawning never really triggered.
MCC also has a function where you can just humanize all vampires as well. Bye, bye neck biters~
