Granted, yes. However, any decent programmer will prevent that in most cases. The wonderful modding community has made this apparent, and becomes more apparent if you dip your feet into modding.
And some bugs are actually just a couple rewrites away, which take at most a few minutes specially if you are part of the team that wrote the code. To cite just a few:
-Simulation lag which as you mention has been around forever, is roughly 75% fixed by using a mod that targets why exactly sims take forever to react.
-Get Famous quirks remain even after you remove them with any method. Within the code, it simply doesn't filter out once a sim's data no longer contains a specific level of fame. Quick, easy fix for a rather gameplay-breaking issue given that if your sim simply wants to give up the stardom life, you still get annoying anger buffs if you don't drink, or uncomfortable buffs if food isn't excellent.
-Grandmaster vampires no longer getting points, again easy fix by targetting rankedStatistic_Occult_VampireXP and properly allow points to be gained.
-Lunch pack forcing sims to return from work/school early - easy fix by overriding the tuning settings actioned when the game is deciding whether to consume the lunch pack or "eat" food at work.
All of these issues can be fixed rather easily (except simulation lag which does take a combo of script + tuning but it isn't anywhere near as complex as other mods) which do not unleash other bugs. It is about not being careless as a developer.
The current bug due to the latest patch that makes scientists from GTW cross-dress and not wear proper attire? It's a careless misplacement in the snippet tuning making it call the StrangerVille scientist outfit instead of the proper career outfit.
