I have not used all the options from all the packs myself, I do not see it as wasted because the way EA/Maxis designed the packs each pack has an option that some may choose to use and eventually they may use others when the time comes. Everybody has a different playstyle that may require what packs are to be used and there is no clear cut way to tell you how to not to waste them.
