I could imagine some alpine region where there are mountains everywhere and a lot of steep, rocky terrain. If you don't have seasons, you would have snow lying there always, but it would still be sunny. If you do have seasons, there is a chance that the snow melts for a short period of time during summer and the rest is like winter in Windenburg.
It could work, depending on the marketing. But unless it comes with a lot of gameplay like skiing and snowboarding that wasn't in Seasons, I can't imagine it being any popular. If you have seasons, you'd have all the snow gameplay, of course, but the Pack should still be able to stand on its own.
A tropical vacation pack with beaches, swimmable oceans, boating, diving, and palm trees would work much better.
Building sandcastles and such...
Sunburns, Tanning... Maybe natives with skirts made out of plants and bones in their noses that try to catch you and throw you into a giant cauldron on a fire?
Mermaids that are just about as fleshed out as the Aliens in Get to Work?
