Yeah it does work better with the vampires. I really like the addition of the lore skill, like you said, it makes your storytelling feel more believable.
I remember with the first sim I wanted to be a spell caster I actually made friends with Gideon before asking him the question, partially because I thought it would be required to at least be on a good friendship level, or at the very least have a good quality conversation or something. And secondly because I really wanted to do the extra work, did not want it to be so easy. But I think you can just walk up to them, instantly ask to be turned, and that's it.
