Is there a cheat to build pools and fountains on beach lots?

I recently got Sims 4 Island Living and I am building a resort. I would like to put a fountain at the front and a pool on the beach. However, I get an error message that says I can't build on those ty...

That's what I did. https://i.imgur.com/IyHDNgV.png I already had this picture, so I didn't take another one, but you can see a little bit of the "pool" in the back.
