No but if you have the Vintage Glamour Stuff pack you can size up the butler bell and raise it. I did that for my Brindleton Bay Library.
Edit: I think it's in Vintage Glamour. It may be base game. If you're not careful you'll miss it in the debug menu. You don't need the new cheat to find it, just the bb.showhiddenobjects one
