Is there a way to block newly generated NPC becoming celebrities but active household?

Hi, I heard I can block it on the game option and I'd done just before starting a new game. But I found even my active household is blocked too. I'd like to block only inactive randomly generated sim...

There's no way. The game will continue to generate celebrities whenever it feels it needs more of them. Some people have said that having more celebrities in your game helps prevent it from generating more. But I currently have about 20 of them in my save and I still get some generated from time to time.
