Yes. You can sell puppies or kittens. Adults and above can only be given away or put up for adoption.
Use a phone to do the above options.
I haven't tested this myself but I read that pets put up for adoption don't stay in the adoption menu, so it would mean those pets disappearing from the game instead of the neighbours having them. Think it's safer to move them to new homes through manage households.
