In Sims 3 you could talk to him without killing someone via the door of life and death.
In Sims 4 Grim will very rarely show up without somebody dying in Sims 4. As I heard of people encountering him at the gym once he "spawned"
But if you wish you talk to him now without relying on RNG, you need a blood sacrifice to summon him. I suggest killing someone you don't really care about, whether that's a premade or creating some monstrosity in CAS and then ending their misery.
