Is there ANY way of turning Patchy the Scarecrow into a real Sim?

What the title says, LOL I'm looking at you, those who own the new Magic GP! Or, if there's some other way, then anyone who knows it!?! I'm playing a sort of legacy, and given the circumstances...

Not that I've tried, but in theory you may be able to ask him to join your household, and I do believe that you can woohoo and have kids with him... again, not something I've tried, but I've seen it mentioned somewhere.
