Is there ANY way of turning Patchy the Scarecrow into a real Sim?

What the title says, LOL I'm looking at you, those who own the new Magic GP! Or, if there's some other way, then anyone who knows it!?! I'm playing a sort of legacy, and given the circumstances...

Yeah patchy is just random sim in patchy costume so you can add to household and make kids and all and you can even remove from household and they are back to patchying

just be sure to not delete your kids father though or leave him out in storm

I don't think you can rebuy the same patchy
