Ah, so it's possible to get into a dorm prior to enrolling students? I did not know this. If I take Sims through Uni again, I pray that I'll recall that I can make changes prior to enrollment. Thanks.

As far as I understand why you can't go into buy / build while you have an enrolled Sim is because the cost of enrolling is calculated the moment you apply for Uni and to prevent you from picking the housing option that is cheapest and then add a ton of luxury items afterards they have solved it like that.
