As the others have said, you can make the potion if you have high Vampire Lore skill (you make it on any bar)
It will require some ingredients like Plasma Fruit, Garlic and wolfsbane seeds.
A much easier way if you want a day walker is to get the resistance to sunlight perk. It stacks 3 times and on the final one it gives complete immunity to sunlight.
