They'd give you a basic Time machine stand-in in a base game update, then when you use it you'd have a rabbithole adventure. Until you get the first pack, then you'd travel to one time zone. Another pack, they'd add another time zone you could visit. Of course they could just use the spaceship, as works for sixam with an update.
Though if anything, this should be taken as a warning. Sims 3's last Expansion pack was Into the Future, then no more bug fixes.
Yeah no I don't see why do we have to compare The Sims 4 pack release with Sims 3? Time Travel is clearly not going to be the last EP for Sims 4. There are hints to so much stuff and Rene is years and years from release. We literally saw prototype versions of the game and it's clearly not coming anytime soon, so this is not a warning that Sims 4 will end soon or something. :)
