I've seen unplayed sims change professions once in a while, but it seems to be fairly rare. My suspicion is that, on occasion, unplayed sims are autonomously suggesting to other unplayed sims that they pursue their dream job. I've only ever seen it happen to NPCs who are "on screen" a lot in locations where sims tend to be chatty with each other.
