Yeah, this oversight is definitely bizarre and frustrating, and hopefully it will be fixed *soon*™, but in the meantime, if you don't mind a small tuning mod, there's this one that allows you to refill the washtub on an 'off-the-grid' lot:

Thanks for the link. I am happy to know the modding community is still hard at work making these kinds of mods for us. I don't know what I'd do without them. :)
