Given the calendar hint that was included within Get Famous, it's safe to say that this EP was in development around that time.
This is purely speculation, but as you know, the long-standing Executive Producer of TS4 recently stepped down. The previous Executive Producer has been with TS4 since it began!
The person who fills this role has a reasonable amount of say on what is included within the game and what isn't. Some community members have noted that proper doghouses/catbeds were not included in the Pets EP.
I'm going out on a limb here and making a hopeful prediction that the next EP yet to begin development -- I'm excluding Realm of Magic and Moschino -- may possibly include improvements in content quantity.
I'm curious to hear what you have to think! Are you disappointed with IL? Do you feel as if including more sandbox gameplay would have improved the EP? Do you believe a change in the Executive Producer role could possibly bring improvement?
I honesty hope so. I'm at the point where even if it was a direct copy of the Sims 3,i would prefer it over What we've been giving thus far. I own every Sims 3 piece of content ever made and same with the Sims 4. The two don't compare. The let down for the Sims 3 is the bugs/glitches/unoptimized game. The Sims 4 excels there with the graphics and it's smoothness.
I hope a new ExP will mean more content/more game play.
