No, it doesn't matter what you dress them in - it's the category that counts. So go ahead and use swimsuits in winter wear or a big coat in summer wear and they'll be just fine :D
I usually use up all 5 slots in each category for my sims. I have light-ish clothing but with long sleeves, long legs or tights in everyday, meant for Spring and Autumn. Then a range of skimpy stuff for Summer, some barefooted for indoors. Then the outdoor clothing for Winter plus some warm sweater outfits for inside, so I don't have to put the thermostat on or have them sitting inside in coats.
