You can change the hair using the cas.fulleditmode cheat. Not really a solution but might help meantime. If you type 'testingcheats on' in the cheats console and then 'cas.fulleditemode on' you can shift click any sim and take them into cas and change out the clown hair.
*edit: just don't do this if you have another of your active household at work as it can sometimes force them to come home.
