You're right! That is a watermill, I just zoomed in on it... that's definitely a watermill on the side of the stone house. Ooooooo, the plot thickens! :o
I don't think it's functional. It would be nice, but knowing the Sims 4, it's just a background prop (we even have one in Windenburg already). Remember the train from Snowy Escape trailer that everyone thought was functional? Don't get your hopes up.
