It's three years later. If it's not 'there' yet then don't look for it to ever get there. The core was always the problem. Yes, it has some great fluff, if you can't say it's great right now, and you could play it the next ten years (like I played TS2) without anymore 'stuff' then it will never get there since it was the core that had the problem and not much has been done to correct all that.
