Do you think that since Grant said it's not about performance/lag could it be they couldn't find a satisfactory way to illustrate deep snow in a way that wouldn't look weird with toddlers and pets, or wouldn't just bury them all together. Obviously varying heights are an issue in this game as you can't take group photos that contain a mix of kids and adults/teens with the phone or camera, so maybe there wasn't a way to illustrate deep snow and accommodate walking/running animation for our smallest Sims that didn't look completely awkward.
They managed it in Sims 2. Why not now?
