Grant said something about the Seasons release date not being delayed, so I think it's something to do with deadlines - like, they could do it but they aren't being given enough time to get it right..
As for DLC for DLC, well, I wouldn't mind in some ways, if the content had been truly original... In fact I think a lot of people would have given it a pass. That's another discussion for another topic though - the problem is Seasons.
