From the reasoning behind it’s exclusion in the seasons pack that doesn’t seem likely. If it’s an issue getting it took look acceptable, that isn’t going to change for another pack. I honestly think that would be a bad move, because of the reasoning given here.
If the team keeps on working and manage to solve the issue, I can't say that I would be bothered by a new winter destination with deeper snow. Goodness knows, we could use more vacation spots because, to me, JA and GF were too similar in regards to the emphasis on exploration and collecting. They are so similar, in fact, that I could have easily imagined GF and Selvadorada released in one, cohesive EP that featured camping and exploration.
That said, if the team manages to create acceptable snow for a winter vacation world, every effort should be made to release a simultaneous patch for those who already bought Seasons. After all, fair is fair.
I have to add that, in the other games, there was much more transparency than we receive now. There is a difference of light years in the dissemination of information. Back then, if the team was having trouble solving an issue, they were allowed to discuss it with the community. Furthermore, they kept working at it until the issue was solved,
then the new feature was added as a complete entity.
On the other hand, with TS4, giving up on a problem and moving on seems to be more the norm than the exception. That habit sets a really bad precedent for any new EPs, not to mention new games.
It's not necessarily the snow itself that is the issue, it's EA's nasty tendency of constantly kicking the ball further down the road.
Anyone else still waiting on staircases? Open oceans? Bunk beds? Lounge chairs? Player-built apartment buildings? Likes/Dislikes? An attraction system? Better romantic interactions? Meaningful traits and aspirations? More intuitive emotions?

@AspenSims, I agree, that TS3 list was far from comprehensive. The customizable festivals alone, plus all of the activities that they entailed (new activities, not activities that were already in the game), were a HUGE undertaking. All of that, and they still managed to add properly accumulating snow and accessible oceans.
To date, I haven't seen anything near comparable for TS4 live mode. Most of TS4's innovation and imagination was poured into Sim creation and build mode and seemed to end there.
I keep hoping that EA will surprise me. I keep buying the packs and EPs because everyone keeps saying that one can't really know the extent of the game without trying it. (To be completely honest, one's opinion isn't welcome or considered valid unless and until you have owned the pack under discussion.) Yet, I always end up feeling that the trade off wasn't worth what we ended up with.
