I have this problem also. It's funny but annoying at the same time. One of my Sim dogs just had to go walkies on the second day of a three-day long blizzard. I have the cold acclimation reward trait for the owner of that dog so I thought they'd be fine as long as it was a short walk. Well, the dog returned home without its owner and proceeded to head for the food bowl without a single thought about her missing owner. I quickly looked for him and found him trying to run for his house but he couldn't stay on his feet long enough to make any headway. He must have unleashed his dog then tried to run home only to end up on his back out in that blizzard. He would get up, take a step then back down he'd go. And the entire time he was trying to get home, his dog went about eating, playing with a squeeky toy then falling asleep on the couch. How rude. LOL I know what you mean about those Sim dogs wanting to go for walks during bad weather. The only things I have found that will stop them from sulking is to play with them a couple times or play fetch in the house. Brushing them also helps. I think they want attention more than the walk.
