It is a common expression. It's also an ethnic slur, though I have never personally heard it used that way. Homonyms make everything a little more confusing!

It was commonly used during WWII to refer to Japanese -- short for N.i.p.p.o.n (edit due to the censor) which is what Japan is called in Japanese.
