Your post reminded me of a thread I practically sat up reading all night in hysterics last week called An Obnoxious Psychosausage tests the boundaries of the Sims 4 emotions by @EmberDahl where he basically posts pics and stories of Mr Sausage who visits sims houses destroys objects and sets houses on fire all while sims stand around smiling its hilarious and I could not stop reading until I got to the end. As someone who started with 3 and had no idea really about other sims series emotions when I went to play 2 I was amazed at the emotions/realism and found I had to play a whole different way to what I had been used to doing before but I loved it so still play 2 quite a lot but am more careful now about conflict-)
I have not played 4 very much in the scheme of things but yesterday I had to spend quite some time resolving a husband's jealousy after seeing his wife flirt with another man while they were at the gym-) To be honest it was totally unexpected but made me realise emotions are there because they appear to work sometimes just not others so in that respect I agree with @cameronw209 in that they are not consistent or balanced properly.
