The only wiggle room I can think of is let's say your Sims wants to apply for the Doctor career. If they didn't already have maybe like 2 in Logic Skill, a box would appear saying your Sim isn't qualified and to be qualified they'd have to increase their Logic Skill to at least 2.
But... Sims increase their skills already once they're employed anyway for a promotion so maybe it's not even necessary.
Well there are complaints of Sims 4 being too boring and dull with no consequences.
