Yes you can "cheat" the existing "areas" but they aren't "true" lots per say but areas built into the map that can be "maniputed" to place objects like tents.
There is a huge difference though between putting down a tent vs building a vacation home on a loadable/individual lot. Partially its the ownership OF the lot itself - its not your sims, but a working part of the neighborhood. So every sim who wants to can walk into it. So your not so much editing lots but public spaces.
Per say there are NO lots in this pack. Everything works basically as an open neighborhood, the only loading areas are between map destinations.
I understand what you're saying but just to add. I built a lodging of sorts below the cantina. I locked the door so no one could enter and my sims used the facilities I put in there , shower, toilet , computer... they even took ownership of the bed. The only thing they didn't do was pay bills but they pay bills on a lot back in Simworld so it's like they are paying bill for there.
I mean thats cool that you managed to do so, but I don't think we should be forced to make secret cheat locked rooms for our sims to live in...in the Sims. Like it just doesn't feel like a sims game if the only way you can live in it, is by cheating to bypass its restrictions.
