I first put her into the central flowerbed with TOOL, but to be interactable the lady has to sit on the ground. She's not meant to be a permanent fixture of this district, just visited for the executions and then returned to her domain.

Granted, I'd stopped reading the Expanded Universe/Legends by the time Abeloth showed up, but she could very well resemble a giant alien flower.
