I would agree with you normally, but there were no Sims on the lot other than 2 pets, my Sims had just came back from eating at the cantina, and they were standing in the grass where you spawn in greeting the pets. I saw the doll on the ground and I actually thought it was a kitten and got excited, only to have my dreams crushed by creepy doll LOL. If there's a toy box on your lot that may be where your Sims are trying to take it to put it away, but the doll on my lot had no Sim there to put it away and it was moved.
Nope, no toy box. That's weird. I haven't seen mine move, on it's own, but then I haven't been paying attention.
