You may want to file a bug report, or check if there's an existing bug report. They usually want a copy of save files. I believe during the Livestream the developers talked about this happening during testing.
Edit: I went back to check the Livestream video and apparently when the modular playgrounds were built they first had to enable everything, including horses.
Thank you. It was fun, but I did worry about how she might get down from there. Before I even finished the thought, is when the game did a glitchy thing and next thing I knew she was coming out of the shoot. It was bizarre but funny, too.
I would have loved to have seen it. 😄One of the developers said they captured a lot of it on video.
