Ah ha thank you both. Yes, that part of the second story is not recognized as a room.
I notice that in the part of the second story that is recognized as a room (the part that has the floor) there is an invisible wall here over the stairs. Or some other thing that's causing the game to recognize that as the edge of a room even though there is no wall.

When I try to make the open part of the second story into a room with no floor, I would really like to be able to use that invisible wall over the stairs as one of the edges of the room.
I am able to make a room using regular walls and delete the floor, but I'm left with a visible wall in that place over the stairs where the invisible wall was.
The closest I can get is by putting a piece of fencing over the stairs. I don't like the look of fencing floating in midair though.
Fortunately it won't snow in there, since there is also a third floor... but does anyone know how those invisible walls over stairs work, and how to get them as part of a room I draw?
hmm... maybe next I'll try making a platform or a flat, those are recognized as rooms even though there are no walls... I wonder if they will continue to exist when the floor is deleted. will try that
