Phew, got it. Here's how, for the sake of anyone who finds this thread later

Forgot to reduce the size of the screenshots so they may take a little time to load.
I was getting frustrated with this build so I went over to Babs Builder's save and made her a basic version of the problem.
Back to the lounge, same process.

Two stories

Add stairs

Add wall across all but 1 tile of the second story, in line with the top of the stairs

Draw a fence exactly across the top of stairs

The room becomes two rooms, and the fence is invisible!

(Walls across the top of stairs will delete the stairs. Fences or walls partway down the stairs will be visible in midair.)
Delete floor of desired room

Babs can walk up the stairs. The invisible fence doesn't block her.
