@MzPigglyPooh The parents (or caregivers) can discipline the kids making messes but you have to catch them in the act I think. If you go under the parenting interactions when clicking on the child - there is a discipline option -there are several choices - firm, calm, punish (I forget what they all are right now and not sure punish is available on toddlers, but the others are). If you catch them a couple times and discipline - they generally stop doing it. Does not help with other kids making messes, like in the park or something - about all you can do there is use a mean interaction to yell at them!
Even though it does get annoying when they make messes in Sims 4 - I personally find it more realistic for kids than cleaning all the time but I grew up playing in mud puddles and raised my daughter the same way. Making messes is much more fun and creative to me! My daughter ended up being quite the artist through all the paint and arts and crafts messes we made.
