Yes, the one in Willow Creek is disappointing in that way, as is the one in Oasis Springs, and the garden area in Granite Falls. I'm hoping this will be different, as it appears that the planters in it are all empty, unlike the ones in the base game neighborhoods that were already filled with plants. So if we can't plant in them, that would make the empty planters purely decorative, which would be an odd choice, to say the least. Which is not to say it couldn't be that way.
Who knows, maybe we'll get
really lucky and find that they went back and updated the base game areas while they were at it. We can dream, right?
