I'm fine with it if it means making content that otherwise wouldn't happen. I wouldn't want to see kits become the only option but it looks like a way that they keep certain production teams busy while they are working on the bigger packs.
As a player, I think it's fine to offer these at a lower price. I also do not feel the need to get them all, if they don't appeal to me, I can ignore them. I recently got two after a break, the kitchen one and the Moroccan one. I already mixed some Moroccan decor into a house I was playing and replaced the old kitchen with the country kitchen one.
At this stage, I think that players are different enough that it makes sense to offer niche content in a way that is lower cost and probably lower risk for them. It's also probably a way that they are testing audiences for content.
Per above, I do not feel the need to get every single kit. I also think it makes sense that if the price is higher in some countries that it might be less appealing. I think they are still making stuff packs but this is probably a way to separate out some things that people might just buy for the decor or clothing from gameplay. I'm very interested in gameplay, I just do like the option to customize ... or not.
