The CAS kits that have been released seem to be separating heritage pieces and fashion pieces from non-American cultures. The heritage updates have been free, like the hanboks and food, while the stylized fashion has a price tag attached. I think if the kits consisted of entirely cultural items without the fashion twist, that would be a bigger problem. With Sims 5 in development, I can't see it being a viable business decision to dedicate the same amount of developer resources to creating free content as they had in previous years.
