I am anxious to see how this works out, but I am concerned about the use of so many cooldowns because you appear to be treating the symptom but ignoring the cause. Why are Sims choosing (for example) to chat on the computer over and over again instead of say interacting with another family sim in the first place? Why are they so often doing this when their social bar is full or nearly so and other status bars are bottoming out? Won't cooldowns simply make them find the next item to obsess over?

Exactly, traits/likes/dislikes/skills/relationship compatibility/etc. should be deciding factors of what a Sim should do autonomously.
They need to add more autonomous activities/socials to trait/skill/career/occult/etc. Sims. Their desire should way over "desire" base game activities and socials.
- Why is my Spellcaster with low hygiene if they have Scruberoo?
- Why is my Level 10 Natural Living Skill Sim peeing themselves or energy crashing when outside?
- Why is my Noble doing non-Noble activities and socials?
- etc.
Sims should go through a need based check (red/amber), then trait/like/dislike/skills/etc. check first, then based on that a desire based including needs (yellow range and not quite full needs) check as you aren't going to want to do a 2+ hour activity if you are already yellow in bladder, and if there is nothing to do everything in the green... go back to trait/like/dislike/skills/etc.
- If you are a Plant Lover you might socialize with plants before family/friends. Unless good friends, high romantic, high compatibility.
- If you are Mystic and have all needs met if you do socialize it will be your Mystic based socials.
- If you are a Naturopath you will do these based socials.
- If high skilled you would be doing the unlocked autonomous interactions/actions on those skills.
- If no one around or Loner trait, you will prioritize activities you like/have maybe with high enough NLS you will Meditate in Nature, garden, care for animals, etc.
- If Noble you will do Noble socials.
- If you have traits, with no trait specific socials (including romantic based), then go through the "available to all" socials. With compatibility, and relationship status as a Sim selector.
- If you have no socials, no skills, no career, etc. Then reading (keep as a standby with no cooldown incase literally there is nothing else to do), listing to music, dancing, and object obsessed or activity with their cooldowns.
Basically, only Sims will basically no traits, no skills, no careers, no dislikes, etc. should be doing what our Sims are currently doing. Which is non-stop socializing, and object/activity obsess, and in that case yes, having cooldowns is nice.
