I have been. Weather in my game stays off until my sims are in an actual structure. Even if its just one room. I refuse to kill off my sims or rush my game because the weather is getting bad too quickly. Honestly, the way Sims 4 is set up, money accumulates so fast that its crazy and rushing to get enough to beat the first season's weather is not what I desire for my game play! So I just turn off the option that says allow weather effects on sim until they are safely indoors then I turn it all back on again.
But then, I also refuse to allow my sim to find a mate and move them in until they have a structure. No spouses living on grass in my game(s). So there's certainly a bit of a rush anyway. I give them one week of no weather before the seasons kick in and the mate moves in as well.
Don't forget too that there are no Legacy police. Tailor the rules to meet your requirements within reason. Make the challenge fun for you or you won't continue playing it. If its not fun, most people move on to something new.
