Depends on how exactly you're directing it. If you're using the "give food" option by clicking on the toddler, then you're better off clicking on a high chair and select the option to feed the toddler through the high chair. That way works well but clicking on "give food" through the toddler is buggy.
I use the high chair all the time and have zero problems with it. But I always select food through the high chair....that seems to queue up the feeding/eating process and doesn't result in interruptions. You also have to keep an eye on your adult and teen seems though because they will autonomously get the "check toddler" interaction in their queue, even when the toddler doesn't need anything....so you'll need to periodically cancel those out so those sims don't disrupt whatever else you're trying to do. Takes a little trial and error but once you get the hang of it and understand the limitations, the high chair ends up being pretty easy to use.
You can easily skip using the high chair, like others have said, but I prefer using it for a few reasons. I don't like to direct my toddlers...I like to leave them on free will. If they are really hungry, I can just put out a plate of food and they'll go for it on their own but if I'm trying to keep needs up without letting them get low, I may want to feed them sooner than that and so I can use the high chair...and if you have a "fussy" toddler, you don't want to let them get hangry, they will start causing trouble with everyone, lol. Also, if the parents are at work and there's a nanny, the nanny can't give the toddler food or a drink without a high chair (they can cook food and leave it out for a toddler to grab but won't be able to give the toddler any food or drink directly if the toddler asks them for that)....so I like to have that option there. I also invite other toddlers over to play with my toddlers and, again, my sims can't give them food or drink without a high chair. Plus, sometimes people do challenges or set up games with self-imposed rules...for example, in the 7 toddler challenge, one of the rules is not directing the toddlers. So it's good to be able to feed them without directing them. Also, toddlers fill up on food fast....a sim cooked meal is a waste on a toddler. They'll fill up on it far quicker than an adult sim....so I prefer to give them the normal toddler foods rather than burning through my cooked meals quicker by wasting that food on toddlers.
