Nope, I couldn't even plant a single tomato on that garden, only on planters like if it were an apartment. And I don't have any mod that affects gardening, it only happens on that lot.
EDIT: Solved, it seems that it had floor titles on the garden itself, I had to use the hammer tool and FINALLY the terrain appeared.
