But the more I think about it, the more I think that at least the basic system, if it is a personality overhaul, will be in the base game. It's too much and too complex of a change for it not to be.

This speaks to the issue that many sims 4 players don't buy many of the packs in general. Often sticking to one or two that really stand out to them, especially when so many are on offer (35 packs and counting)
If this was made a core feature than it would not be a core feature lost in pile of packs, that I'm sure many sim players won't even be aware of.
With that said one possible reason this is limited to a pack could be a feature locked to a budget and using an expansion to obtain access to those resources, but thats pretty sad. Considering games like No Mans Sky see constant massive updates to the base game without charging extra for it. Its not like EA doesn't have deep pockets.
