Light blue areas in the sea in Sulani?

I have a question about the water in Sulani. Every now and then special areas in the sea are light blue and kind of glistening. It occurs near Mua Pel'am. There's nothing to click on when they appear,...

The flashy blue spots ? I think it's bioluminescent algae.
