I got a sim of my own who is unflirty and she gets tense around moments of crass behaviour like that. Even a simple hug from another is enough for her to start thinking like it was a romantic interaction. So Lily Feng is probably the same and she is likely to be carried through the early relationship phase by Victor, of course with the all important moments though, Lily can carry her own weight and desires for Victor.
Yes it would be Victor. First kisses, boyfriend and girlfriend as well as woowho Lily can initiate with Victor, but Victor has to carry her the rest of the distance due to the unflirty trait on Lily.
