Another glitch brought to you by EA and Company. That's my best guest anyway. I noticed this to be a problem when I tried to lock the stage door for my Rock Star Sim, but found his fans and the Paparazzi were able to just walk right through. Too many Sims on the stage. Oi! So much for security for a Global Superstar, right? Yikes. Try a game repair or a game reset. So far, the locks on the stages are working again in my game.
