When I left my game it was quiest week 2 or 3. Now, 3 RL weeks later, Marina is still showing up in my game, invading as ever. I expected that the 4th week had closed and that she had left my universe. Is the quest supposed to be active still, and if no, is there something I need to do to get rid of her?
The Event doesn’t end until March 16th. She will still be in the game until then. I am not quite sure, but she may also remain after then as well.
Ah, I just noticed March 16h mentioned in the OP. I hope she will be gone after that, it is so invading how she keeps entering all lots and taking interest in all my sims' actions. It's easy to tell her "just go away", but it gets tedious... ;)
My Marina moved into a house, had two kids with two different guys then married a premade. I'm counting her as a regular townie now. But she doesn't show up any more than any other NPC.
Oh, so she is not replaced by a new Marina? Good to know.
Did you finish the event? I think if you finish it, Marina should leave you at peace without appearing at your lot from now on.
I think you should delete her from Manage Household safely without new Marina again after you finish the event. If you want to ignore the event, you may have to wait until the next patch update. This is what I guess, it may be something else.

I haven't tried opening another save that I haven't played the event yet, so I can't confirm this. But if it's like Emit the time traveller, the game won't create an event NPC sim after you finish the event. At least after the event ends.
I'll wait for March 16th, that will be fine :) I played the first two weeks, but with a new pack I much prefer to play the R&L insead of the event. I don't understand why the they overlap, would make more sense if the event closed before the release...
Could you use the new save file just to quickly finish the event without using your main save if you don’t want story overlap in your main save. For example, start new save, then finish the storyline of week 3-4 that you could finish in just one hour. After that, Marina won’t appear in front of your house in main save anymore.
Or you intend to avoid getting week 3-4 rewards, so you have to avoid playing it. Sorry if I misunderstood, I’m just curious why you want to play only two weeks instead of getting all rewards.
P.S. I already tested, after finish the event, when I opened another save file, no Marina be created.
