This is actually an issue that many have been noticing with TS4 recently is the lack of lots, and the lack of creativity put into said lots. That has nothing to do with Sims 3. We don't need to go back to Sims 3 to see how much more creative the lots were, I think a great example of lot quality/lot amounts is Windenburg. Unfortunately, It's all gone downhill since then.
Totally agree with your point. The BG and Windenburg libraries are much more detailed than Strangerville's one, same with the bars. They could have totally kept the old western aesthetic while making the houses and community lots detailed and full.
