It's all set dressing though. What you're talking about it's not the QUALITY of the world, but the aesthetics/design of it. Quality has declined because you can't interact with most objects in the world, walkable areas are tiny, there's no story progression or changes happening in the world (except for City Living's festivals), and there's no interaction with the environement (you can't swim in the ocean, iceskatein frozen lakes, build sandcastles in the beach, etc). No to mention the fact you can't change a single tree in the world. Everything is static and fixed.
In my personal opinion, aesthetics aren't better either. When you zoom out a little, you can see the low and cheap quality of TS4 world's assets:
At the end of the day, aesthetics are subjective, but I rather have less fake backgrounds and FXs and more gameplay features in the world as well as higher quality assets (which isn't subjective):
Not to mention the sense of inhabiting a coherent town, with a town hall, police station, school, hospital, etc; as well as local events like grill-a-thon, sports games, chess tournaments, etc.
